Therefore, Permenkes 46 Tahun 2015 aims to establish a system of accreditation that can ensure the quality and performance of primary health care facilities according to national standards. Moreover, accreditation can support the implementation of Jaminan Kesehatan Nasional (JKN), the national health insurance scheme that covers all Indonesian citizens.


The scope and definition of terms




Permenkes 46 Tahun 2015 applies to four types of primary health care facilities:


  • Puskesmas: A public health center that provides comprehensive community-based health services.



  • Klinik Pratama: A private clinic that provides basic medical services for general or specific cases.



  • Tempat Praktik Mandiri Dokter: A private practice place for a doctor who provides individual medical services.



  • Tempat Praktik Mandiri Dokter Gigi: A private practice place for a dentist who provides individual dental services.



The regulation also defines some terms related to accreditation, such as:

  • Pelayanan Kesehatan Rujukan (PKR): Referral health services.



  • Pelayanan Kesehatan Khusus (PKK): Specialized health services.
